You should I think have the enclosed copies of semi official correspondence with the Foreign Office on the recommendations in the Governor's confidential despatch of the 15th February for closer liaison between the Government of Hong Kong and our Embassy in China,

It was the intention to raise officially with the Governor the suggestions in paragraphs 3 and 4 of my letter to Kitson of the 13th January, after we had got the Foreign Office views on them. however, the Foreign Office have sent the correspondence to Nanking, I think that you should have it without delay.

We should be interested to have your views on the suggestions in paragraphs 3 and 4 of my letter to Kitson.
